QUEZON CITY, PHILIPPINES, May 28, 2025—The Association of Carriers and Equipment Lessors (ACEL), Inc., rolled out the carpet for its second GMM of the year at The Clubhouse at the Third Green Meadows, celebrating the 59th anniversary of the association.
Honoring the association’s legacy, the GMM anniversary celebration took on special significance as it coincided with the 27th Edition of the ACEL Equipment Guidebook—a reference material that serves as a foundation for equipment specifications and rental and purchase rates.
With the call to order by ACEL President Ms. Abigail S. Mancilla, the event begins with the invocation, followed by the national anthem and the sponsor presentation from Monark Equipment Corp. and First Phil. Skills & Equipment Testing Corp.
The GMM anniversary celebration featured DPWH’s Undersecretary for Technical Services and Information Management, Hon. Engr. Ador G. Canlas as the guest speaker. He delivered an inspiring message to everyone, congratulating the association on its 59th anniversary and highlighting its role as a game changer in the Philippine construction industry, particularly in the equipment leasing sector.
Following his plenary talk, Usec. Canlas also addressed some questions from attendees concerning the current setup of the Philippine construction sector and the prospects it may hold for all.

Among the highlights of the event was the launch of the 27th Edition of the ACEL Equipment Guidebook, which serves as a reference for equipment specifications and rental and purchase rates in the Philippine construction industry. ACEL Past President and Co-Chairman of the Committee on Rental Rates, Mr. J. Eladio L. Angeles, spearheaded its launch.
Past President Angeles also emphasized the importance of the equipment guidebook within the industry, stating that it is a useful tool for determining the approximate cost of equipment and is used as a reference by those in need of such information.
Moreover, the entire Board of Directors (BOD), led by ACEL President Ms. Abigail S. Mancilla, gifted the latest edition of the ACEL Equipment Guidebook to all DPWH attendees, which included Usec. Engr. Ador Canlas and DPWH’s Bureau of Equipment Director, Mr. Toribio Noel L. Ilao.
In line with tradition for every EGB launch, the bidding for the initial batch began. Among the bid winners are ACEL Corporate Auditor Mr. Chito Litam and ACEL Cebu President Mr. Justin L. Go, who won 2 biddings.
Moving forward, ACEL President Ms. Abigail S. Mancilla presents her President’s Report 2025, in which she shares the recent accomplishments and developments of the association, such as the launch of the 27th edition of the ACEL Equipment Guidebook, updates on Committee Manpower, the ACEL Young Leaders League, and the upcoming PhilConstruct Visayas 2025, to name a few.
And as every GMM’s customary, different prizes were given away for the raffle winners, such as 1000 worth of SM Gift Certificates and Handheld Fans for the minor prize, Bluetooth Speakers, Stand Fans, and Massagers for the major prize, and a Smart TV for the grand prize category.
In general, this GMM proved to be insightful and engaging, as the attendees gave it positive feedback from the venue, guest speaker, and raffle prizes, making it a successful one.
