PRESIDENT' S MESSAGE

The ACEL Board has put in place programs that will address the most pressing needs of the organization for the year and the coming years.  As to be expected, the Manpower Development Committee is in the forefront of these activities, with programs in manpower testing and certification  and manpower development lined-up for the year. The most immediate being the following:

 

1)  Development of training modules and skills standards  Passenger/Material Elevator, Tower Crane and Overhead/Gantry Crane.

2)  Training Regulations to be reviewed are Tower Crane, Truck Mounted Crane, Rough Terrain Crane, Crawler Crane, Rigging, Hydraulic Excavator, Forklift and Wheel Loader. 

3)  Conduct training on heavy equipment operation:  Forklift operation, Mobile Crane operation, Backhoe operation, Wheel Loader operation, Bulldozer operation, Road Roller operation, On-Highway Dump Truck operation, Basic Hydraulics Systems and Tire Management.

4) Continue to conduct trade testing and certification of heavy equipment operators, mechanics and riggers.

 

We have not limited these activities for Metro Manila but have also conducted assessments in ACEL chapters, initially in Cebu.  Based on such assessments, we are prioritizing the training of possible trainors for the industry.  Our scope of coverage or base has become bigger and wider and ACEL needs to develop trainors that will conduct the skills assessment, certification and development within respective regions.  It is imperative also that these trainors pass the standards set by the national organization.

 

Slowly but surely, we are putting in place a plan which includes the building and setting up of a Training Center which will assure that ACEL s plan for manpower development will be addressed.  Also in the pipeline is the computerization of records that will allow for the establishment of a database of all ACEL accredited operators and thus, be able to minimize the proliferation of fake ACEL certificates.

 

Six (6) Trainings on Forklift Truck Operation and Mobile Crane Operation were conducted for the period of January to April 2011.

 

  • Walk-in/City Government of Pasig  Participants (7 participants)      
  • American Power conversion (59 participants  3 batches)  
  • UPS/TMC (11 participants)
  • Harbor Stars/Ocean Adventure (11 participants)

 

To date a total One Thousand Two Hundred Fifty Four (1,254) operators, riggers and mechanics have been certified for the period of January to April 2011.

 

For the period, we have welcomed five (5) new members to the ACEL fold, namely :   Datem, Inc. (regular), D. M. Wenceslao & Associates (regular), E. I. Construction & Development Corp. (regular), Paragon Trading & Services Corporation (Associated), and Will Decena & Associates, Inc. (regular).  Total membership is sixty five (65) regular, thirty two (32) associate, two (2) chapters and two (2) honorary.

 

Your  Committee on Fellowship will hold a tripartite golf tournament with the PCA Golf Club, Electrical Engineers Golf Club (EEGC) and Architectural Center Club (ACCI) to be held this coming  May  12 & 13, 2011 at Camp John Hay Baguio and Baguio Golf and Country Club.  

 

The PCA & ACEL joint golf tournament was held last February 18, 2011 at the Sun Valley Golf Club.  Thirty nine (39) players attended.  Individual winners are:

  • Overall Low Net:  Ver Raymundo (Rayman Builders)
  • Overall Low Gross:  Peter Pancho (C. M. Pancho Construction)
  • Class A Champion:  Kit Angeles ( J. V. Angeles Construction)
  • Class B Champion:  Manny Angeles (J. V. Angeles Construction)
  • Class C Champion:  Boy Layco (J. S. Cruz Construction)

 

The Committee on Safety has recently conducted a Basic Occupational Safety and Health for Construction Site Safety Officers (BOSH/COSH) Training last March 9 to 13 at the ACEL Training Room. Twenty two (22) participants attended the seminar.

 

The Committee on Research and By-Laws  will be presenting to the membership for approval some revisions on the ACEL By-laws.

 

The Committee on Government Relations is busy finalizing the agreement on the provisions on disaster relief which ACEL has given it full commitment to.   Proper coordination with the NDCC will be made to ensure smooth operations during times of calamities.

 

The ACEL Board welcomes the challenges and opportunities that the industry faces this year, be assured that ACEL will remain steadfast in pursuit of our goals.
